Hopkinsville, KY — In response to the unprecedented flooding event that occurred in April 2025, the City of Hopkinsville is waiving permit fees for flood-related repairs through October 31, 2025.
The City’s Community and Development Services (CDS) Department is working to assist homeowners and business owners whose properties sustained damage, particularly those located in the Special Flood Hazard Area (commonly referred to as the 100-year floodplain).
“We know this is a difficult time for many in our community,” said Mayor Knight. “Waiving these fees is one small way we can help ease the burden and support our residents and business owners as they rebuild.”
When Permits Are—and Aren’t—Required
CDS reminds property owners that permits are required for major repairs, including work involving:
- Roof
- Walls
- Siding
- Wallboard
- Plaster
- Insulation
- Flooring
- Electrical System
- Heating or Air Conditioning
- Foundations (excluding emergency shoring or stabilization)
However, permits are not required for general clean-up and emergency actions such as:
- Removing and disposing of damaged furniture, carpeting, or drywall
- Cleaning and sanitizing floors, walls, and ductwork
- Covering holes or broken windows to prevent further damage
- Making buildings safe to enter (e.g., shoring up unstable areas)
Before beginning any repairs or replacements, residents are encouraged to contact CDS for guidance and to determine whether a permit is needed. CDS staff will provide prompt inspections and support throughout the process.

Hopkinsville participates in the National Flood Insurance Program, which enables property owners to access affordable flood insurance and allows the community to apply for federal disaster recovery grants.
