HOPKINSVILLE, KY (CHRISTIAN COUNTY NOW) – The Hopkinsville Police Department shared insight regarding the arrests of individuals who have recently been arrested for being under the influence of narcotics and other substances will on public roadways or public spaces.
“Public intoxication can present safety concerns not only for the individual involved, but also for the community,” HPD Public Information Officer Justin Rios told Christian County Now. Most recently on April 2, a woman who was exhibiting sings of drug use was seen by officers walking down the sidewalk of North Drive yelling and acting erratically before she was taken into custody.
An arrest can occur for this particular charge when a person’s disruptive behavior is indicative to being under the influence of alcohol or another substance such as narcotics. Reports written by officers when a citation is given often disclose that the individual is believed to be a danger to themselves or others.
“Individuals who are impaired may be at greater risk of injury, may inadvertently place themselves in dangerous situations, or could contribute to disturbances that require police intervention,” said Rios. “Addressing these situations allows officers to ensure the individual’s well-being while maintaining public safety.”

Range of recent arrests in Hopkinsville
In some instances, the arrests stem from more extreme or potentially harmful behavior. On March 29 just after 1 a.m. a man was in the parking lot of Burger King, banging on the door and screaming for water. He ultimately fired shots from a semiautomatic pistol. HPD said the suspect was believed to be manifestly under the influence of a controlled substance.
On March 25 alone, arrests reports show that four individuals were taken into custody at separate locations and times in Hopkinsville for public intoxication. Although these incidents were unrelated, they all occurred in the evening hours. One individual was reported to HPD for sleeping in the front yard of a random residence, believed to be under the influence of a substance. Another person was seen “stumbling” down Walnut Street before being approached by officers.
One day earlier an individual believed to be under the influence of narcotics was initially seen by the library clapping their hands and yelling before wandering near an alley and sitting on a stranger’s porch. Three public intoxication arrests occurred the weekend of March 21, and in two occasions the individual was laying down in a roadway due to narcotics use.
Rios specified that patrols are not proactively seeking out these individuals, saying that most encounters occur when certain behaviors are noticed during instances like welfare checks or calls from concerned citizens.
