HOPKINSVILLE, KY – As Captains David and Brittney Donegan prepare to conclude their appointment as Corps Officers of The Salvation Army in Hopkinsville, they are pleased to announce one final milestone that will help advance the mission of serving those experiencing homelessness throughout Christian County and the surrounding region.
The U.S. Department of Housing and Urban Development (HUD) has awarded The Salvation Army Hopkinsville a Fiscal Year 2025 Continuum of Care and Special NOFO renewal totaling $705,537 to support critical housing and homeless assistance programs throughout the community.
The award includes funding for:
- Rapid Rehousing (RRH) Programs
- Permanent Supportive Housing (PSH) Programs
- Unsheltered Homeless Set-Aside Initiatives
- Street Outreach Services
These programs provide housing stability, rental assistance, supportive services, and outreach efforts designed to move individuals and families from homelessness into safe, secure, and permanent housing. The funding will help ensure that some of our community’s most vulnerable neighbors have access to the resources they need to rebuild their lives and achieve long-term stability.
Support still needed despite funding
“While this funding represents a tremendous investment in our community, it is important to understand that these grants primarily fund direct client services and housing assistance,” said Captain David Donegan. “The grants do not fully cover the administrative and operational costs required to deliver these services. Simply put, while HUD helps us house people, we still rely heavily on local donors, churches, businesses, civic groups, and community partners to keep the doors open and make these programs possible.”
Over the past several years, The Salvation Army has expanded its efforts to address homelessness through emergency shelter, street outreach, rapid rehousing, permanent supportive housing, food assistance, case management, and community partnerships.
This award reinforces those efforts and provides critical resources to continue serving those most in need.
Leadership transition, farewell
As they prepare to leave Hopkinsville for their new appointment in Anderson, South Carolina, Captains David and Brittney Donegan reflected on their time serving the community.
“Serving Hopkinsville has been one of the greatest blessings of our lives,” said Captain Brittney Donegan. “We have witnessed incredible generosity, resilience, and compassion from this community. We are grateful for every volunteer, donor, staff member, advisory board member, partner agency, church, and supporter who has stood beside us.”
Captain David added, “This award is not about The Salvation Army alone. It belongs to an entire community that believes every person deserves dignity, hope, and a place to call home. While we are excited about our next appointment, a piece of our hearts will always remain in Hopkinsville.”
The Salvation Army is asking the community to continue supporting local services through financial contributions, volunteer service, and community partnerships. While federal funding helps provide direct assistance, local support remains essential to sustaining emergency shelter operations, meal programs, case management services, transportation assistance, and other critical needs.
The public is invited to attend the Farewell Service honoring Captains David and Brittney Donegan as they conclude their ministry in Hopkinsville. The service will be Sunday, June 14 at 11:00 a.m. with the luncheon right after.
